Draft Environmental Impact Report (January 30, 2009) The Draft EIR has identified significant environmental effects in the following areas: surface water resources; groundwater resources; biological resources; hazards and hazardous materials; geology, soils, and seismicity; traffic; cultural resources; air quality; noise; visual resources; land use; public services and utilities; agricultural resources; and energy. The Draft EIR identifies measures that could reduce most of these impacts to less-than-significant levels. Some pipeline alignments proposed under the project are near sites identified on lists compiled in accordance with Government Code Section 65962.5 (potential hazardous waste sites).
